Commercial plan review
The City of Sun Prairie is proud to announce a new partnership for commercial plan review with E-Plan Exam. All building, HVAC, and plumbing plans that would normally be submitted to the State of Wisconsin for review can now be submitted through E-Plan Exam using the link below. Plan reviews will be completed within 15 business days of when all required paperwork and fees are submitted. This new process will expedite the previous wait times and allow for your project to move along more efficiently.

Plans for fire alarm and fire suppression systems will continue to be submitted to the City of Sun Prairie in lieu of the State of Wisconsin and submitted online via our OpenGov Citizen Services portal.
Regardless of the submittal platform, you will need to upload all plans and supporting documents during the application process. The application will be reviewed and fee payment will be required prior to review.
Building, mechanical, or fire plan compliance statement (PDF) is required for certain projects prior to final inspection. Please email the form to the Building Inspection Division prior to scheduling a final inspection.

Tenant protection against retaliation
As a tenant in Sun Prairie, you have the right to contact the City of Sun Prairie and request that your housing provider address maintenance or safety concerns. Under Sun Prairie Municipal Code Section 9.18, housing providers are prohibited from retaliating against tenants for exercising these rights. While the law cannot prevent retaliation before it happens, once a retaliatory act has occurred, it may be considered a violation of city law.
IN ORDER TO FILE A RETALIATION COMPLAINT, YOU MUST HAVE ALREADY SUBMITTED A BUILDING CODE VIOLATION COMPLAINT TO THE CITY VIA REPORT A CONCERN
What is retaliation?
Retaliation occurs when a housing provider takes negative action against a tenant in response to the tenant exercising a legal right such as filing a complaint or requesting repairs. Examples of retaliation include:
- Refusing to renew your lease
- Filing for eviction
- Using harassment or intimidation (verbal or physical)
- Increasing rent or refusing rent payments without justification
- Reducing or eliminating services (e.g., laundry access, parking)
- Failing to complete agreed-upon repairs
- Shutting off or reducing essential utilities like water, electricity, or heat (always illegal)
- Imposing new or increased fees
- Taking any other action that could be reasonably seen as punishing a tenant for making a complaint

Prohibited work: Except in an emergency, or with the approval of the department, no right-of-way excavation may be done when seasonally prohibited or when conditions are unreasonable for such work, as determined by the engineer. Cutting or opening of road pavement structures is specifically prohibited between November 15 and May 1.
