There are no easy answers to running a public school system during a pandemic, but virtual-only school won't serve all students.

Children from middle-class and wealthy families often have parents with flexible work schedules who can help with digital learning. They will probably be OK. Unfortunately, under-served children, with parents who have to be at work during the school day, will likely fall behind without in-person instruction.
