RACINE — A 53-year-old man appeared in Racine County Circuit Court on Thursday after he was accused of offering money to a 14-year-old in exchange for sexual activity with her.
The man, Norris J. Hart of Racine, allegedly propositioned her while he unbuttoned the girl’s coat and attempted to slide $20 into her bra, inside his home in the 3400 block of Third Avenue, according to his criminal complaint.
The complaint gives no indication that Hart touched the girl any further.
The incident reportedly occurred during the afternoon of Dec. 23, when Hart took the girl on a holiday shopping trip.
Hart drove the girl to an ATM, and asked to “buy her” about six times, the complaint states, further explaining that he wanted to “just hook up with you” as the girl failed to comprehend the offer.
The girl reportedly declined and Hart drove her to his residence to wrap gifts.
At his home, Hart renewed his request several more times as he attempted to unbutton her coat and slip money in her bra, but the girl slapped his hand away and pushed him, according to the complaint.
After the girl rejected this final advance, he reportedly told her to call him if she changed her mind and drove her home at her request.
Hart faces charges of child enticement and soliciting a child for prostitution, both class D felonies punishable by up to 15 years in prison and a maximum fine of $100,000.
A court commissioner set a $5,000 cash bond for Hart’s release Thursday.
