Dear Editor: The Democratic Party is supposedly for the poor people, yet they do not propose a simple change in payroll taxes that would do the most to help. Reverse the level of payroll to be taxed, i.e., exempt the first $20,000 of payroll from all tax (including income) but make all wages over $20K subject to the taxes. Better yet, make all income, including interest, capital gains and municipal bonds, over $20,000 subject to a flat tax, with no exemptions, deductions or other gimmicks.

But with all the bribes — excuse me, campaign contributions — I can't see that ever happening.
