Bell January 6, 2020 Dear Sheriff Beth, On October 15th 2019, two detectives from the Kenosha County Sheriff’s Department monitored the collecting of evidence from 8310 14th Avenue, Kenosha WI. The evidence, which appeared to be bullet impact damage from the Nov. 9th, 2004 Kenosha police shooting of Michael E. Bell, was removed by agents from the Wisconsin Department of Justice. The evidence was discovered by Michael M. Bell on October 13th 2019 and is described as powder coated aluminum trim coil bent at a 90-degree angle as garage door trim. The apparent impact damage is located almost direct center of the 90-degree fold and can be seen in the attached photograph. Prior to its removal by DOJ forensic supervisor Chris Johnson, retired Chicago Police Department evidence technician Bob Baikie, processed and photographed the material on my behalf. Since then, the photographs along with measurements and slug findings, have been submitted to outside ballistic and forensic consultants for analysis. Based on consultant computer forensic analysis of the slug shape and diameter compared to impact damage shape, depth, and diameter, and other crime scene evidence, there is very high probability, that the damage was caused by the 230 Grain /14.9 gram Federal 45 Auto Hydra-shok jacketed hollow point fired from a Smith and Wesson .45 caliber glock by Kenosha Police Officer Albert Gonzales. As per your August 23, 2017 letter to me, “Based on my experience, an outside law enforcement agency will only agree to reopen a closed investigation if new facts or evidence about the specific case is located.” and “Due to perceived conflict of interest, the Kenosha County Sheriff’s Department would not be the right agency to investigate any alleged wrongdoing by the former City of Kenosha Police Chief, Police department and the former Kenosha County District Attorney.” Since this crime scene finding is in direct opposition to ALL police testimony, I ask that you, the elected Sheriff of Kenosha County, request the Wisconsin Department of Justice to re-open the investigation into the police homicide of Michael E.
