Motion by Hahn, second by Monfort to
adopt Resolution No. 20-14. Motion
carried unanimously on call of roll.
B. Recommendation from Park and
Recreation Board
Memorandum of Agreement for Phase II
of Portage Skateboard Park
Motion by Charles, second by Klapper to
approve the Memorandum of Agreement
for Phase II of Portage Skateboard Park.
City Administrator Murphy explained that
Portage Family State Park is responsible
for 100% of the funding for the project.
Kyle Little, Portage Family Skate Park
President, informed the Council of the
group’s fundraising to date. The group is
within $2,900 of their goal; and hope to
have a buffer in the event of any overruns
on the project.
City Administrator Murphy explained that
the city will provide some oversite as the
remainder of the park will remain open
during construction.
Motion carried unanimously on call of roll.
C. Recommendations from Finance/Administration Committee
1. Monthly Claims
Motion by Nachreiner, second by Hahn to
approve payment of claims in the
amount of $1,074,104.73. Motion carried
unanimously on call of roll.
D. Consider Proclamation Declaring a
State of Emergency Disaster Declaration
Motion by Charles, second by Radant to
approve the Proclamation Declaring a
State of Emergency Disaster Declaration.
City Administrator Murphy explained
approval of the Declaration makes the city
eligible for reimbursement through the
State of Wisconsin Disaster Fund. Costs
listed in the Declaration are estimates;
actual costs will be available at the end of
the clean-up.
Motion carried unanimously on call of roll.
9. Adjournment
Motion by Charles, second by Radant to
adjourn. Motion carried unanimously on

Mayor Dodd called the meeting to order
at 7:00p.m.
2. Roll Call
Present: Ald. Charles, Hahn, Havlovic,
Klapper, Maass, Monfort, Nachreiner,
Radant, Shimpach

Moe, City Administrator Murphy, City
Attorney Spankowski, Director of Public

3. Approval of Agenda
No changes.
4. Minutes of Previous Meeting
Motion by Klapper, second by Charles to
approve the minutes from the May 28,
2020 Public Hearing and Common
Council Meeting. Motion carried unanimously on call of roll.
5. Department Report – Municipal
Services and Utilities
Storm Damager Report
Director of Public Workstilities Manager
Jahncke informed Council that 110 city
trees, 60 street trees and 50 park trees
were damaged by last week’s storm. As
of Tuesday, trees were cleared and
removed from the right-of-way. Pick up
will be taking place for the next 4 – 5
weeks. Damaged trees will be removed
and will be stump grind
Capital Projects Update
Work continues on the U.S. Hwy. 51
project, Village Road, and Boeck Road.
Winnebago Avenue was to begin today.
Once Winnebago Avenue is complete,
work on the Alleys will begin. The work on
U.S. Hwy. 51may eliminate the chlorination project in Ward 1 as flow rates will be
much improved with the installation of
larger pipe.
6. City Administrator’s Report
June 2 Storm
City Administrator Murphy informed Council that 800 homes lost power due to the
storm.
There was an issue with the generator
exhaust system causing the Municipal
Building to fill with carbon monoxide.
Council will look at approving Declaring a
State of Emergency Disaster Declaration
for the storm, which makes the city
eligible for reimbursement through the
State of Wisconsin Disaster Fund. Costs
related to the storm will be tracked for
reimbursement.
The storm did not qualify for FEMA
funding, so there will be no funding
available for residential property owners.
City Allocation of CARES Reimbursement
Grant
The City is eligible for reimbursement
funding in the amount of $165,599
through the
CARES Reimbursement Grant. This is for
unbudgeted expenses relative to the
Coronavirus response. It does not cover
loss of revenue.
The City is also eligible for a Subgrant
from the Wisconsin Elections Commission
