Preliminary Public Notice for Potential Impacts to Floodplains
The City of Waupun intends to seek financial assistance from USDA, Rural Utility Service (RUS) for construction of improvements to their existing wastewater treatment facility (WWTF). The proposed project consists of building a 160 x 160 x 20 feet greenhouse a 100 x 50 feet support facility and a 28 feet diameter mixing tank to provide Advanced Biological Nutrient Recovery (ABNR) at the existing facility. The specific location of the existing Waupun Utilities WWTF is 501 North Fond Du Lac Street, which is in the SE ¼ of NW ¼ of Section 33, T14N, R15E, Fond du Lac County, Wisconsin
If implemented, the proposed project will convert Critical Action Floodplain- which is the 500-year flood plain, by constructing about 0.35 acres of ABNR buildings in the flood plain. In accordance with Executive Order 11988, Floodplain Management, and USDA Departmental Regulation 9500-3, Land Use Policy, the purpose of this notice is to inform the public of this proposed conversion or effect and request comments concerning the proposal, alternative sites or actions that would avoid these impacts, and methods that could be used to minimize these impacts.
